Technician/Operator

DESCRIPTION OF DUTIES: The Development Authority of the North Country is accepting applications for a position in their Water Quality Division. The Authority provides water and wastewater operation services to communities in Jefferson and St. Lawrence Counties. Position is responsible for performance of work related to operation and maintenance of water and wastewater systems, conducting water and wastewater sampling, analysis and interpretation of results.

QUALIFICATIONS: Applicants must possess high school diploma and valid NYS Driver License, be in good physical condition, able to lift 50 lbs., and able to work outdoors in all weather conditions. Knowledge of water and wastewater processes, piping and electrical systems preferred. Be mechanically inclined and able to read system drawings, and have basic computer skills. Current certification for NYSDOH 2A Water Operator AND NYSDEC 2A Wastewater Operator is a plus.

Project Engineer

DESCRIPTION OF DUTIES: The Development Authority of the North Country (Authority) seeks applicants for a Project Engineer in the Authority’s Water Quality Division. The Authority is seeking a Project Engineer to develop, oversee, and administer construction projects within the Authority’s Water Quality Division. Other duties will include oversight of Water Quality facility maintenance and capital improvement programs, safety and environmental compliance initiatives, capital planning, proposal and contract document writing. This position will be located in Watertown, New York. Frequent day-travel within the Authority’s service area will be required as well as periodic attendance at evening customer meetings.

QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Engineering and municipal water/wastewater design/field experience. Knowledge of environmental and safety regulations; computer proficiency; and strong technical writing and verbal communication skills are required. The successful candidate must also be able to manage, adjust, and prioritize varied workload based on such factors as work objectives, schedule, and customer needs, and be able to make sound judgments based on analysis and data while working with a variety of internal and external customers. Some working knowledge of CAD, and water and wastewater operations is beneficial.

Water Quality Supervisor

DESCRIPTION OF DUTIES: The Development Authority of the North Country (DANC) seeks applicants for a Water Quality Supervisor. DANC is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, DANC has constructed regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, DANC administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. DANC is seeking a Water Quality Supervisor to provide management services of wastewater treatment facilities in Jefferson County. Duties will include: establishing written standard operating procedures; assisting with the direction of day-to-day operations including the assignment of work, ordering of parts and supplies; scheduling of maintenance; monitoring operations, assessing problems, diagnosing failures; developing spreadsheets to monitor plant performance; making process adjustments to keep facilities within permit limits and optimize operations; implementing safety programs in accordance with regulatory requirements; managing industrial pretreatment programs; implementing and maintaining a Computerized Maintenance Management System (CMMS) to electronically track preventative maintenance and repair work orders; developing and updating capital plans and asset management plans; capital project implementation; preparing monthly reports and graphs to communicate to customers about plant performance/status of projects; completing periodic regulatory reports and permit renewals; coordination with engineers and customers to resolve problems; work may require irregular hours including attendance at evening board meetings and response during emergencies.

QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Engineering, Environmental Science, or related field, and supervisory experience in municipal wastewater and water facilities. Candidates that have completed an Associate’s degree with exceptional experience will be considered. Advanced skills and technical knowledge of wastewater treatment attained by specialized courses and on-the-job training are required. Grade IIIA Wastewater certification issued by the State of New York is required. Minimum of five years directly related experience in wastewater treatment/operations is required, and at least two years in a supervisory role is recommended. Strong technical, supervisory, and written/verbal communication skills, and computer proficiency in MS Office applications required; prior experience with a CMMS beneficial.
