Division Manager, Materials Management Facility

The Development Authority of the North Country (Authority) seeks applicants for a Division Manager of its Materials Management Facility in Rodman, New York. The Authority is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, the Authority has constructed regional water and wastewater utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning and operating these facilities, the Authority administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence counties. The Division Manager will be responsible for management of capital and operating budgets, directing personnel and consultants, regulatory compliance, project planning and development, and customer care for the landfill operation and regional recycling program.

Candidates must have a four year degree in Engineering, Environmental Science, Construction Management, or other field, with related interests in the solid waste industry. Candidates should have at least 10 years of management experience in the solid waste industry, and landfill experience is preferred. Professional landfill certification is desired, but not required.

The successful candidate will have:

  • Demonstrated ability to successfully manage multiple levels of operations personnel;
  • A successful track record in building consensus to achieve organizational goals;
  • Experience in dealing with regulatory agencies;
  • Demonstrated ability to resolve issues of public concern;
  • Project management experience;
  • The ability to clearly communicate with multiple constituencies;
  • An understanding of the strategic role the regional landfill plays in the greater North Country economy.
