Water Quality Supervisor

DESCRIPTION OF DUTIES: The Development Authority of the North Country (DANC) seeks applicants for a Water Quality Supervisor. DANC is a multi-faceted New York State public benefit corporation created in the mid-1980s. Since its establishment, DANC has constructed regional water and sewer utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, DANC administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. DANC is seeking a Water Quality Supervisor to provide management services of wastewater treatment facilities in Jefferson County. Duties will include: establishing written standard operating procedures; assisting with the direction of day-to-day operations including the assignment of work, ordering of parts and supplies; scheduling of maintenance; monitoring operations, assessing problems, diagnosing failures; developing spreadsheets to monitor plant performance; making process adjustments to keep facilities within permit limits and optimize operations; implementing safety programs in accordance with regulatory requirements; managing industrial pretreatment programs; implementing and maintaining a Computerized Maintenance Management System (CMMS) to electronically track preventative maintenance and repair work orders; developing and updating capital plans and asset management plans; capital project implementation; preparing monthly reports and graphs to communicate to customers about plant performance/status of projects; completing periodic regulatory reports and permit renewals; coordination with engineers and customers to resolve problems; work may require irregular hours including attendance at evening board meetings and response during emergencies.

QUALIFICATIONS: The ideal candidate will have a Bachelor’s Degree in Engineering, Environmental Science, or related field, and supervisory experience in municipal wastewater and water facilities. Candidates that have completed an Associate’s degree with exceptional experience will be considered. Advanced skills and technical knowledge of wastewater treatment attained by specialized courses and on-the-job training are required. Grade IIIA Wastewater certification issued by the State of New York is required. Minimum of five years directly related experience in wastewater treatment/operations is required, and at least two years in a supervisory role is recommended. Strong technical, supervisory, and written/verbal communication skills, and computer proficiency in MS Office applications required; prior experience with a CMMS beneficial.

GIS Technician

DESCRIPTION OF DUTIES: The Development Authority of the North Country (DANC) seeks applicants for a GIS Technician. The Development Authority is a multi-faceted New York State public benefit corporation created in the mid 1980s. Since its establishment, the Development Authority has constructed regional water and wastewater utilities, a solid waste management facility, and an open access telecommunication network. In addition to owning/operating these facilities, the Development Authority administers housing and economic development programs and provides contracted water/wastewater services to municipalities in Jefferson, Lewis and St. Lawrence Counties. The Development Authority is seeking a GIS Technician to work on a variety of GIS projects including those to support the Authority’s internal objectives and those for municipal customers. Work will include interpretation of hardcopy engineering records for water/wastewater infrastructure systems, digitization, georectification, and in-field data collection using GPS technology. The GIS Technician will also write grant applications, meet with customers, and support other Engineering and Environmental Division technical projects, as requested.

QUALIFICATIONS: The minimum position qualifications require the candidate have a Bachelor’s Degree in GIS, Geography, Computer Science, or a related field. Excellent computer skill and working knowledge of Microsoft Office and databases required. Strong technical writing and verbal communication skills, time management and organizational skills, ability to meet deadlines and to work cooperatively with multiple internal and external customers are required. In addition to minimum qualifications, the ideal candidate will have experience in public utility infrastructure data maintenance within ESRI GIS software and AutoCAD experience. More qualified candidates may be considered at the GIS Specialist or GIS Analyst level.
