Kenneth M. Bibbins was appointed a member of the Authority Board by the Jefferson County Board of Legislators.

Mr. Bibbins, a licensed Professional Engineer, is the Regional Director for Region 7 of the New York State Department of Transportation. Since beginning his career in 1989, he has served Region 7 in many capacities and in his current role is responsible for the delivery of the department's mission throughout Jefferson, Lewis, St. Lawrence, Franklin and Clinton counties.

Mr. Bibbins is an active volunteer in his community, having served on the South Jefferson Central Board of Education, including as its vice president. He has been a member of the board of directors of the State Civil Service Employees Federal Credit Union since 1999 and served as its vice president for many years. He is a past president of Section 7 of the NYS Association of Transportation Engineers and served as a member of the statewide board of the directors for the organization. He is also the founder and president of SJCYSSA, Inc., a not-for-profit corporation supporting outdoor educational opportunities for youth in southern Jefferson County. 

Mr. Bibbins holds a Bachelor of Science degree in civil/environmental engineering from Clarkson University.
