The Freedom of Information Law, effective January 1, 1978, reaffirms your right to know how government operates. FOIL provides rights of access to records reflective of governmental decisions and policies that affect the public. Any person wishing to examine or obtain a copy of records maintained by the Development Authority of the North Country pursuant to the Freedom of Information Law (FOIL) must submit a written request to the Records Access Officer in person, by mail or e-mail. Such request must identify the specific records sought by date and by subject matter in a manner sufficiently detailed to make them readily identifiable by the Records Access Officer. The request should indicate whether you wish to inspect the records in person or receive a copy of the records by mail or e-mail. Within five business days of receipt of such a request, the Records Access Officer will furnish a written acknowledgment of the receipt of such request and a statement of the approximate date when such request will be granted or denied. A search will be undertaken to determine if the requested records exist and can be produced.
Upon a request being granted, you will be informed as to the number of pages of documents found which satisfy the request and the cost to reproduce them. Copies of records will be provided or mailed at a cost of $0.25 per page. Records maintained electronically may be provided by e-mail. Records may be inspected in person at a mutually agreed upon date and time at the Development Authority’s administration offices, 4th Floor, Dulles State Office Building, 317 Washington St., Watertown, NY, between 9 a.m. and 3 p.m., Monday through Friday, except legal holidays.
